I want to make a rhubarb cobbler and do not want to run to store for whole milk, will carnation milk work just as well?

No better way to find out then to just do it and see if you like the results. So.. just do it.
If it’s evaporated milk, you can add water to it and sub it for the regular milk. It is as it states – milk that’s cooked down to the point that it evaporates, removing some of the liquid from it. If it’s sweetened condensed milk, it would require too many adjustments to the recipe to be worth using IMO.
